To whom does it protect?

In Cuba the Social Attendance protects to the family nucleus when this is in a state of necessity, in relatives' absence forced to give foods or when these are not under conditions of giving help. It has also been mentioned that before certain specific circumstances of family necessity, the Attendance can be granted although they are not present all the conditions described previously.

The state of necessity is closely linked to the revenues of family nucleus in its group and to the real possibilities that have its members to obtain it. When for a bigger force, the family nucleus lacks economic revenues, or these are inferior to the established scales to the effect, then it proceeds to offer economic help.

In a general way this régime protects the following people inside the Cuban population:

• The lonely adults that require a special protection
• People handicapped to work
• People that cannot incorporate to the employment for a bigger force
• The lonely mothers with economic difficulties for the attention and care of their offspring.
• The hard-working mothers in the period that they do not enjoy license rewarded for the care and attention of her sick child (ren), and that for such a situation lack economic revenues or these are limited
• The relatives of the workers pensioners deceased that are not understood in the right to pension by reason of death settled down by the Law, and that they were low their coat and protection
• The pensioners with benefits of low quantity, and the same ones are insufficient to protect the relatives that depend directly on them.
• The relatives of incorporate youths to the General Military Service that constitute the only one or are part of the family support
• The workers that arrive to the jubilation ages or are invalidated and don't fulfill the minimum requirements settled down to consent to the benefits of Régime of Social Security
• The workers subsidized by illness or accident that requires of a bigger economic protection subject treatments of long duration and are insufficient the revenues that they receive.
• To other people that without being understood in the previous parentheses, before some contingency they require of an urgent attention.

How is it protected?

At the moment the Social Attendance in Cuba this conceived in Programs of Social Attention dedicated to prosecute the protection of the population's of the country certain vulnerable groups. However, for the nature of the protection you can summarize in three basic types of benefits, these are:

• Monetary Benefits: they are those quantities that are granted in eventual or continuous form to people or nuclei family beneficiaries.
• Benefits in Species: they are those articles of personal, domestic use or others; that are granted to gratuitous title, in property or in benefits, in order to solve the beneficiaries' certain necessities or family nuclei.
• Benefits in Services: the entrance in Foster Homes, Day Care Homes for kids without parental help, Educational Institutions; lodging in Homes of Traffic, among others.

Programs of Social Attention

At the end of the years ´80 it begins to conceive the attention in form of Program of Social Attention to a Cuban population's certain segment; specifically to the Lonely Elder Adult.

The development of this experience allowed organizing in a more effective way the attention to this group in function of its specific necessities.

Already by half of the ´90 the experience extends towards the conformation of Programs of Attention for the Cuban population's vulnerable groups, looking for to improve the preventive and assistance actions in the community that becomes the center of solution of the social problems. In a general way the following programs have been conceived:

Program of Attention to the Lonely Elder Adult: it promotes actions guided to provide an independent life and the full participation of the grown-ups in the social and economic life of the community, making emphasis in those that need of the support and care of the society.

Program of Social Attention to Handicapped People: it is directed to propitiate the active participation and Handicapped people's full integration in the society, offering the necessary access to the different services and benefits that impede the alienation and the social abandonment.

Program of Attention to Lonely Mothers: In the search of the woman's full equality and their integration to the society, it offers integral protection to all those lonely mothers that present social problems and lack the minimum conditions to overcome for themselves, without help of the society.

Program of Attention to Kids in Social Disadvantage: It pursues to agglutinate the efforts that are carried out in the attention to these kids, improving the integration of the same ones, and of their families.
